摘要
为了研究雪灾对内蒙古地区光伏发电工程建设和运营的影响,根据内蒙古地区内119个国家气象站的观测资料,通过地理信息系统(GIS)空间分析,利用气象灾害风险评价理论和层次分析方法,从致灾因子危险性、承灾体暴露度和承灾体脆弱性这3个评价因子的角度建立了雪灾风险区划模型,对内蒙古地区光伏发电工程的雪灾风险区划进行了研究。研究结果表明:内蒙古地区光伏发电工程的雪灾风险分布呈由西南向东北逐渐加重的趋势。低风险区主要分布在阿拉善盟、巴彦淖尔市北部与南部地区、鄂尔多斯市西部地区、赤峰市东部地区,以及通辽市的大部分地区。次低风险区主要分布在内蒙古西部偏东、中部偏西地区,赤峰市与通辽市的部分地区,以及兴安盟中部地区。中等风险区主要集中在呼和浩特市北部地区、包头市的少部分地区、乌兰察布市中西部地区,以及锡林郭勒盟的大部分地区。次高与高风险区相对比较集中,主要分布在锡林郭勒盟的少部分地区和呼伦贝尔市。针对内蒙古地区的光伏发电工程,应加强雪灾前期评估,将雪灾相关参数和报告纳入光伏发电工程前期可研评估的影响因素中,提高工程防御雪灾的能力;建立相应的雪灾应急预案,结合气象部门的气象预警信息或相应的预警产品,完善应急响应机制,将雪灾的影响降到最低。
In order to study the impact of snow disaster on the construction and operation of PV power generation project in Inner Mongolia region,this paper uses observation data from 119 national meteorological stations in Inner Mongolia region,through GIS spatial analysis,applies meteorological disaster risk assessment theory and analytic hierarchy process to establish a snow disaster risk zoning model from the perspectives of three evaluation factors:risk of disaster causing factors,exposure of disaster-bearing bodies,and vulnerability of disasterbearing bodies.The snow disaster risk zoning of PV power generation projects in Inner Mongolia region is studied.The research results show that the snow disaster risk distribution of PV power generation projects in Inner Mongolia region is gradually increasing from southwest to northeast.The low-risk areas are mainly distributed in Alxa League,the northern and southern parts of Bayannur City,the western part of Ordos City,the eastern part of Chifeng City,and most areas of Tongliao City.The sub-low risk areas are mainly distributed in the western eastern and central western part of Inner Mongolia region,parts of Chifeng City and Tongliao City,and the central part of Xing'an League.The medium risk areas are mainly concentrated in the northern part of Hohhot City,a small part of Baotou City,the central and western parts of Ulanqab City,and most of Xilingol League.The sub-high and high-risk areas are relatively concentrated,mainly distributed in a small part of Xilingol League and Hulunbuir City.For PV power generation projects in Inner Mongolia region,it is necessary to strengthen the pre assessment of snow disasters,incorporate snow disaster related parameters and reports into the influencing factors of the pre feasibility study evaluation of PV power generation projects,and improve the ability of the project to defend against snow disasters.Establish corresponding emergency plans for snow disasters,combine meteorological warning information or corresponding warning products from meteorological departments,improve emergency response mechanisms,and minimize the impact of snow disasters.
