摘要
浙江省“千村示范,万村整治”工程作为实施乡村振兴战略的关键载体和建设美丽中国的重要抓手,近年来虽取得了显著成效,但仍存在谋划不系统、特色不鲜明、建设路径不明确等问题。基于“要素—结构—功能”的乡村发展理论,系统梳理浙江省“千村示范,万村整治”工程迭代升级的阶段化特征,围绕乡村振兴的理论内涵,构建“全域化+特色化+人本化+共享化+可持续化”五大策略,并以嘉兴市新时代美丽乡村建设规划为例,以系统化重构为基点创新规划建设模式,提出全域管控、技术传导、分级分类、协同治理、规建运管一体化等方面的乡村振兴创新路径,以期为我国乡村规划、建设和治理转型提供启示。
In Zhejiang Province,the"Thousand Model Villages and Ten-Thousand Village Renovation"project has been the pivotal strategy for rural revitalization and Beautiful China construction in recent years.Although distinctive effects have been achieved,problems persist in project programming,character building,and construction pathways.Based on the countryside iteration theory of"element-structure-function",the phased characters of Zhejiang countryside project are concluded,and the construction strategies in 5 dimensions of"whole area,characterization,human orientation,sharing,and sustainability"are proposed.With Jiaxing Beautiful Countryside construction planning as an example,an innovative rural revitalization path with systematic restructuring is put forward,encompassing holistic regional governance,technical transmission,tiered and categorized management,collaborative governance,and integration of planning,construction,operation,and governance.It hopes to provide inspiration for the transition of planning,construction,and governance of China's rural areas.
