摘要
BBNJ协定是《联合国海洋法公约》下的第三个执行协定,旨在通过有效执行相关规定和加强国际合作,确保国家管辖范围以外区域海洋生物多样性的养护和可持续利用。该协定与中国倡导的“海洋命运共同体”理念一致,二者共同致力于促进全球海洋的可持续发展和维护国家海洋权益。为了有效实施BBNJ协定落实海洋命运共同体理念,就要通过深化国际合作、完善海洋法治体系、增强海洋科研能力等途径,推动海洋经济转型升级,实现绿色可持续发展等路径能够落实到海洋命运共同体理念上,为全球海洋治理贡献更多中国智慧和中国方案。
The BBNJ Agreement,as the third implementing agreement under the United Nations Convention on the Law of the Sea(UNCLOS),seeks to ensure the conservation and sustainable use of marine biodiversity in areas beyond national jurisdiction by effectively implementing relevant provisions and enhancing international cooperation.This agreement is consistent with China’s vision of a“Community with a Shared Future for the Oceans,”as both are committed to promoting the sustainable development of global oceans and safeguarding national maritime rights and interests.To effectively implement the BBNJ Agreement and realize the vision of a“Community with a Shared Future for the Oceans,”China can pursue multiple pathways,including deepening international cooperation,refining the marine legal framework,enhancing marine scientific research capabilities,promoting the transformation and upgrading of the marine economy,and achieving green and sustainable development.These efforts will contribute Chinese wisdom and solutions to global ocean governance,advancing the realization of a“Community with a Shared Future for the Oceans.”
