摘要
在劳动力市场需求发生变化、学校职业教育缺乏适应性、劳动力技能提升与更新不足等多重因素影响下,东盟成员国技能供需错配问题日益凸显。为解决这一问题,东盟加强职业教育治理,治理进路包括确立技能提升与更新的战略地位、成立东盟职业教育理事会、建设对接市场需求的职业教育课程、构建包容且可持续的数字技能培训系统等。东盟解决技能错配问题的职业教育治理以区域人力资本开发为目标,以成员国职业教育能力建设为重点内容,以职业教育国际合作项目为实施依托。
The degree of skills mismatch is increasing in ASEAN member states for a variety of reasons, such as shifting demands in the labor market, inflexibility in school-based vocational education, and a lack of upskilling and reskilling of the workforce. ASEAN has improved the governance of vocational education to tackle this issue. ASEAN vocational education governance approaches for addressing skills mismatch include adopting a strategic stance for upskilling and reskilling, organizing the ASEAN TVET Council, building a marketdriven vocational education curriculum, and establishing an inclusive and sustainable digital skills training system. ASEAN governance on vocational education targets regional human resource development, with a particular focus on strengthening member nations' capacity for vocational education and implementing governance that is assisted by international cooperation projects in the area.
