摘要
本文研究总结了传统电网规划编制在国土空间规划体系要求下存在的问题,在分析国土空间规划新体系指标管控与传导模式的基础上,提出国土空间规划体系下的电力设施布局专项规划“定目标”“定需求”“定布点”“定空间”及“定管制”五项核心编制内容,并在统一规划基础、规划衔接传导、空间布局要求和规划评估反馈四方面提出电力设施布局专项规划的技术转型方向与内容。
In order to comprehensively summarizes the problems existing in the current power grid planning under the territorial space planning system,analyzes the new management and control requirements for the layout of power facilities in the data base,index system and space control of the land space planning,and puts forward the land space planning system.Under the territorial space planning system,the five core contents of the power facility layout plan are“goal setting”“demand setting”“layout point setting”“space setting”and“requirement setting”.And put forward the technical transformation of electric facilities layout planning in four aspects:unified planning basis,planning connection and transmission,spatial layout requirements and planning evaluation feedback.
