摘要
个人信用数据是包括个人信用信息及其通过算法处理而形成的信用产品的集合。智慧服务下,个人征信平台将用户个人信用信息处理为数据产品,进而向用户供给,便于用户提高信用能力并获得收益。然而,平台基于片面逐利的有限理性,破坏数据产品可用性与可靠性等安全要素,从而降低了用户对智慧服务的价值感知度和参与度。对前述风险的应对应有利于稳定用户收益预期,进而赋能于服务开展及征信等产业发展,关键在于协调和实现主体需求。立足于服务背景下的数字生态体系中数据安全、用户收益、服务提质等需求间的强关联,应用协同治理理论,建议平台发挥服务中的关键节点作用,拓展平台理性,与用户协同应对风险,从而通过保障用户收益来提高其对服务的价值感知度和参与度,进而促进产业发展。依据前述对策,个人信用数据的安全风险协同治理应当由平台主导:通过管理协同,回应各层级需求、优化各层级权限,促使内部各层级合作、提高数据安全管理及产品供给的效率,创造收益条件;通过协同决策,强化用户参与个人信用数据安全治理决策,拓展知情范围、引导用户参与,由此实现收益;加强服务协同,配合用户监督并拓展自身理性,提高产品可靠性、增强产品可用性,从而保障收益。
Personal credit data refers to a collection of personal credit information and the credit products formed through algorithmic processing of this data.In the context of smart services,personal credit platforms transform user credit information into data products,which are then provided to users to help them enhance their credit capabilities and gain benefits.However,platforms often prioritize profit over user interests,leading to the degradation of essential security elements such as data product usability and reliability.This,in turn,reduces users’perceived value and engagement with the service.Addressing these risks is crucial to stabilizing user revenue expectations,thus facilitating the development of services and industries like credit rating.The key lies in coordinating and aligning the demands of various stakeholders.Drawing upon collaborative governance theory and focusing on the strong interconnections between data security,user benefits,and service quality in the digital ecosystem of smart services,this study recommends that platforms play a pivotal role in the service process,expand rationality,and collaborate with users to mitigate risks.This collaborative approach will safeguard user benefits,improving their perception of service value and engagement,ultimately contributing to industrial growth.Based on these strategies,collaborative governance of personal credit data security risks should be platform-led.Through management collaboration,platforms should address the needs at various levels,optimize permissions,and foster internal cooperation to enhance data security management and product supply efficiency.Additionally,through collaborative decision-making,user participation in credit data security governance should be reinforced,expanding the scope of informed consent and guiding users’engagement,which in turn generates benefits.Finally,enhancing service collaboration by encouraging user oversight and expanding platform rationality will improve product reliability and usability,ensuring sustained benefits for all stakeholders.
