摘要
我国劳动教育政策经历了促进生产建设的政策价值取向期、服务阶级斗争的政策价值取向期、助力经济发展的政策价值取向期、凸显素质教育的政策价值取向期、强化“五育并举”的政策价值取向期等五个历史嬗变阶段。呈现出以下演进特征:在政策产生机制上,社会需求驱动政策形成;在政策价值目标上,思想政治教育功能贯穿始终;在政策话语分析上,经济话语主导多元参与;在政策实施保障上,政府主导自上而下推动。瞻望劳动教育政策的发展趋势,劳动教育政策的设计规划应凸显科学性理解、目标确立应坚持政治性引领、话语规则应鼓励多元性参与、执行实施应注重系统性推进。
China’s labor education policies have gone through five stages of policy value orientation in historical evolution such as the policy value orientation period of promoting production and construction,the policy value orientation period of serving class struggle,the policy value orientation period of assisting economic development,the policy value orientation period of highlighting quality education and the policy value orientation period of strengthening“five educations simultaneously”.There are five characteristics in evolution.In terms of policy generation mechanism,social demand drives the formation of policies;in terms of policy value goals,the function of ideological and political education runs through the entire process;in terms of policy discourse analysis,economic discourse dominates diversified participation and in terms of policy implementation guarantee,the government leads the top-down promotion.In the future development of labor education policies,the design and planning of labor education policies should highlight scientific understanding;the establishment of goals should adhere to political guidance;discourse rules should encourage diverse participation and the implementation should focus on systematic promotion.
