摘要
根据国家综合立体交通网规划纲要、公路网规划,未来一段时期我国仍有大量的公路网建设任务,在资源环境管理体制调整、交通强国和美丽中国建设深入推进背景下,对公路网规划环境影响评价提出了绿色低碳转型发展新要求。系统分析当前公路网规划环境影响评价技术方法和政策新导向,以河南省高速公路网规划为例,基于GIS批处理技术分析公路规划对生态敏感区的影响,采用情景分析法进行交通碳排放评价研究,引进政策工具研究法提出规划优化调整与实施建议,并进行了规划环境影响评价技术体系、技术方法、规划方案优化调整及实施建议的探讨。研究丰富了规划环境影响评价生态分析技术方法,提升了分析效率,总结了规划环境影响评价的新导向,在我国公路网规划环境影响评价方面具有较强的前瞻性。
According to the Comprehensive National Transport Tetwork and the National Road Network Planning,there are still a large number of highway network construction tasks in China in the future.Under the background of the adjustment of resource and environment management system,the construction of a strong transportation country and a beautiful China,new requirements for green and low-carbon transformation and development are put forward for the environmental impact assessment of highway network planning.This paper systematically analyzes the current technical methods and policy orientation of road network planning environmental impact assessment.Taking the highway network planning of Henan Province as an example,based on GIS batch processing technology,this paper analyzes the impact of highway planning on ecologically sensitive areas,uses scenario analysis method to evaluate traffic carbon emissions,introduces policy tool research method to put forward planning optimization adjustment and implementation suggestions,and discusses the technical system,technical methods,planning scheme optimization adjustment and implementation suggestions of planning environmental impact assessment.The research enriches the ecological analysis technology methods of planning environmental impact assessment,improves the analysis efficiency,summarizes the new orientation of planning environmental impact assessment,and has certain forward-looking significance in the field of road network planning environmental impact assessment in China.
