摘要
港口起重机械是一种高技术含量的定制化特种设备,众多法律规范对其全过程质量管理进行规制。在综合分析国家法律、部门规章和行业标准基础上,从设计资质合法性、设计标准遵循、设计文件完整性准确性合规性、设计和制造环节的共同法律责任等4个方面,阐述了港口起重机设计环节质量法规规定,可为维护各方合法权益、规制各方行为提供法律依据和实践指导。
Port cranes are customized special equipment with a high level of technical sophistication.A multitude of legal regulations govern the entire process of port cranes.Based on a comprehensive analysis of national laws,departmental regulations,and industry standards,this paper elaborates on the quality regulations in the design of port cranes from four aspects:the legality of design qualifications,compliance with design standards,the integrity,accuracy,and compliance of design documents,and the joint legal responsibilities of the design and manufacturing processes.This can provide a legal basis and practical guidance for safeguarding the legitimate rights and interests of all parties and regulating their behaviors.
