摘要
基于狭义和广义两个角度总结提出了水事系统的基本定义,并从重要程度、历史发展、空间尺度、功能功用等4个方面论证了水事系统的基本特征;从现实水利规划和实践入手,分别基于不同水事活动领域和内容、不同水事行为方式和目标指向等两个层次阐明了水事系统的构成要素,并对各构成要素的概念及涵义进行了概括说明;基于各构成要素之间的相互关系,以原始层、认知层、实践层、次生与衍生层为主干框架,构建了包含知水、管水、理水、用水、治水等五大要素的水事系统框架体系。
Based on the narrow and broad perspectives,this article summarizes and proposes the basic definition of water system and discusses the basic characteristics of water system from four aspects,including importance,historical development,spatial scale,and function.Starting from real water conservancy planning and practice,the article elaborates on the constituent elements of the water system based on two levels,i.e.,different fields and contents of water activities,different water behavior and target orientations.Furthermore,the concepts and meanings of each constituent element are summarized and explained.Based on the interrelationships between constituent elements,the article constructs a water affairs system framework system with the primary level,cognitive level,practical level,secondary and derivative level as the main framework,which includes five major elements such as water knowledge,water governance,water management,water use,and water control.
