摘要
在国土空间规划体系优化及存量发展的背景下,工业用地控制线专项规划在应对土地供给收紧、引导产业布局、提升土地利用效率、强化用地管控方面具有重要作用。以珠海市工业用地控制线专项规划为例,分析珠海市工业用地的现状问题,基于评现状、保总量、促集聚、强管控的思路,提出构建评估体系进行绩效评价、明确总体规模及分级划定工业用地控制线、优化调整用地布局并提供分区指引,以及强化管控要求、分类引导用地管控等工业用地控制线全流程规划与管理路径,以为其他地区开展工业用地控制线专项规划提供参考。
In the context of optimizing the territorial spatial planning system and stock development,special planning for industrial land control lines plays a crucial role in addressing tightened land supply,guiding industrial layout,enhancing land use efficiency,and strengthening land control.Taking the special planning for industrial land control lines in Zhuhai City as an example,the current issues of industrial land use in Zhuhai City are analyzed.Based on the approach of assessing the current situation,ensuring total quantity,promoting agglomeration,and strengthening control,a full-process planning and management path for industrial land control lines is proposed.This includes establishing an evaluation system for performance assessment,clarifying the overall scale and delineating industrial land control lines at different levels,optimizing and adjusting land use layout while providing zoning guidelines,strengthening control requirements and guiding land use control by classification.The aim is to provide a reference for other regions in carrying out special planning for industrial land control lines.
