摘要
在全球化与新型城镇化浪潮中,我国正面临城乡空间重构与土地资源配置的重大挑战。城市扩张引发诸多问题,导致耕地面积减少、生态环境退化,加剧城乡人口不平衡。城乡融合背景下,以生产、生活和生态为导向,提出全域土地开发与整治方案。一是生产优化,科技赋能,创新引领农业转型;二是生活宜居,以人为本,打造高品质城乡空间;三是生态保育,绿色先行,构建生态安全屏障。未来,要优化城镇规划,控制建设用地膨胀,发展绿色基础设施,改善居民生活环境;发展精准农业,激活农村闲置资源,提升土地综合效益;强化生态保护,修复受损生态系统,保障自然资源可持续利用,最终构建多方协同治理模式,确保经济发展与环境保护的双赢,为我国城乡融合发展贡献智慧,擘画蓝图。
In the wave of globalization and new urbanization,China is facing significant challenges in urban-rural spatial reconstruction and land resource allocation.Urban expansion has caused many problems,leading to a reduction in arable land area,degradation of the ecological environment,and exacerbating the urban-rural population imbalance.Under the background of urban-rural integration,a comprehensive land development and remediation plan is proposed with production,life,and ecology as the guiding principles.The first is production optimization,technological empowerment,and innovation leading agricultural transformation;the second is livable living,people-oriented,and creating high-quality urban and rural spaces;the third is ecological conservation,green first,and building an ecological security barrier.In the future,it is necessary to optimize urban planning,control the expansion of construction land,develop green infrastructure,and improve the living environment of residents;develops precision agriculture,activates idle rural resources,and improves the comprehensive efficiency of land;strengthens ecological protection,repairs damaged ecosystems,ensures sustainable use of natural resources,and ultimately builds a multi-party collaborative governance model to ensure a win-win situation between economic development and environmental protection,contribute wisdom to the integrated development of urban and rural areas in China,and draw a blueprint.
