摘要
企业电子档案单轨制管理实践已步入稳定发展阶段,有必要在此阶段把握整体进展,从前沿实践中分析最新转型进展,审视现存问题,为各企业提供可行的深入转型路径。以国家档案局的企业电子文件归档和电子档案管理试点项目为基础,通过案例研究法进行追踪分析发现,企业电子档案管理的“轨”向转型大幅加深,保障设置显化延展。但仍需从“坚持企业电子档案单轨制转型‘冷加速’”“建立核心业务与数据双重驱动理念”“面向经营决策拓展开发场景”“协同构建行业级电子档案管理政策规范”四个路径来促成更深入的转型改革。
The practice of single-track management of enterprise electronic records has entered a stage of stable development,and it is necessary to grasp the overall progress at this stage,analyze the latest transformation law from the cutting-edge practice,examine the existing problems,and provide feasible paths of in-depth transformation for various enterprises.Based on the pilot project of enterprise electronic records archiving and electronic records management of the State Archives,tracking and analysis through the case study method reveals that the"track"transformation of enterprise electronic records management has deepened significantly,and the protection settings have been extended significantly.However,it is still necessary to"persisting in the single-track system for enterprise electronic records and accelerating the‘cold'transformation","establishing a dual-drive concept of core business and data","expanding development scenarios for business decision-making"and"collaboratively constructing industry-level policies and standards for electronic records management".
