摘要
社会医疗保险是推动安宁疗护普及的有效路径,对提高服务质量、降低服务成本具有重要意义。结合统计方法,从保障、筹资、支付、监管4个方面对2017—2024年27个地区社会医疗保险参与安宁疗护服务相关政策进行分析。结合国际先进经验,提出扩大覆盖范围、拓展筹资渠道、改革支付方式、完善监管机制、推动信息化建设的优化路径。
Social health insurance is an effective way to promote the popularization of palliative care,playing a significant role in improving service quality and reducing costs.By using statistical methods,this paper analyzes policies related to social health insurance participation in palliative care services in 27 regions from 2017 to 2024,focusing on four aspects:coverage,financing,payment,and regulation.Drawing on international advanced experiences,it proposes an optimized path that includes expanding coverage,diversifying funding channels,reforming payment methods,improving regulatory mechanisms,and promoting the construction of information technology.
