摘要
用系统化的理论视野与方法体系来阐释乡村规制体系的科学内涵、丰富外延和时代寓意,对提升新时代乡村治理能力具有重要的操作意义。先介绍新时代乡村治理规制体系的科学寓意。紧接着从制度权威植入、政策伦理细化、乡规民约重塑、村落价值实化四个维度思考乡村规则体系的建构逻辑,旨在完善乡村治理理论,助力新时代乡村振兴战略的高质量发展。
Using systematic theoretical vision and method system to explain the scientific connotation,rich extension and times implication of rural regulation system has important operational significance to improve the ability of rural governance in the new era.This study firstly introduces the scientific implication of rural governance regulation system in the new era.Then,the construction logic of the rural regulation system is considered from four dimensions:implantation of institutional authority,refinement of policy ethics,reshaping of village rules and folk conventions,and realization of village values,aiming to improve the theory of rural governance and help the high-quality development of rural revitalization strategy in the new era.
