摘要
农村环境污染具有分散性和隐蔽性的特点,政府现行的环境监管效果往往不尽如人意。构建农民之间的约束机制使外部监管内部化,才是解决农村环境问题的长远之计。社会规范作为一种非正式机制,在引导农民自觉治理环境方面具有非常重要的作用。文中从微观农户视角出发,以畜禽粪污资源化利用为例,通过构建结构方程探讨社会规范对农户环境治理行为的作用机理。研究结果表明:1)社会规范只有被激活才会最终影响农户的环境治理行为;2)社会规范通过个人规范、感知行为能力和信任间接正向影响农户环境治理行为,其间接路径系数分别是0.403、0.492、0.151。
Rural environmental pollution has the characteristics of decentralization and concealment,and the government’s top-down environmental supervision effect is often unsatisfactory.Only by building a restraint mechanism among farmers and internalizing external supervision can be the long way to solve the rural environmental problems.As an informal mechanism,social norms play an important role in guiding farmers to consciously implement environmental governance.From the perspective of micro farmers,taking the utilization of livestock and poultry as an example,we explored the mechanism of social norms on farmers’environmental governance through the construction of structural equations.The results show that:(1)only the social norms have been activated will ultimately affect the environmental governance behavior of farmers;(2)social norms indirectly affect farmers’environmental governance behavior through personal norms,perceived behavioral abilities and trust,and the indirect path coefficients are 0.403,0.492 and 0.151 respectively.
