摘要
什么因素塑造、影响着地方政府对公共服务的供给?地方官员的成长经历如何推动地方公共服务的供给?本文以地方基础教育为案例,探讨地方官员的职业路径对当地公共服务供给的影响。研究发现,具有长期在当地工作经历的官员更有能力推动对基础公共服务的供给。本研究拓展了Riker的分权理论的应用范围,同时对当前国家积极提倡的群众路线,包括干部提拔所必须要求的基层工作经历,可以提供必要的经验研究和理论上的支持。
What factors impact public goods provision at the local level? Particularly,what motivates local public officials to promote basic public goods provision? The article,using basic education data,elucidates the effects of local leadership selection on public goods provision.The finding suggests that homegrown politicians are more likely to promote basic education provision,whereas centralists are less motivated to do so.The study confirms that Riker's theory of federalism can also apply in a non—Western context.This study validates a recent public personnel policy in China that emphasizes local experience in leadership selection.
