数字经济赋能军民协同创新:理论机制、效应测度与实证检验——以中西部地区电子及通讯装备制造业为例

Digital Economy Empowering Military-Civilian Collaborative Innovation:Theoretical Mechanisms,Effect Measurement,and Empirical Inspection-a Case Study of the Electronic and Communication Equipment Manufacturing Industry in China's Central and Western Regions

摘要数字经济赋能军民协同创新是实现军民深度融合、构建一体化战略体系和能力的新引擎。基于信息熵理论和系统协同理论,选择电子及通讯装备制造业这一典型军民协同创新产业2013—2021年相关数据,实证检验中西部地区数字经济对军民协同创新的赋能效应。研究发现,在加入控制变量前提下,数字经济发展水平每提高1%,军民协同创新系统协同度提升19.25%,数字经济正向赋能军民协同创新,同时数字经济通过提升人力资本、推动技术进步和降低研发成本间接赋能军民协同创新。进一步分析表明,数字产业化在赋能军民协同创新中作用不显著,数字经济赋能军民协同创新主要集中在创新主体和创新投入两方面。基于此,针对中西部地区如何充分吸收数字红利,推动军民协同创新发展提出对策建议。 The digital economy serves as a new driving force for advancing the deep integration of military and civilian systems and fostering an integrated strategic framework and capabilities.Drawing on information entropy theory and system synergy theory,this study examines the enabling effects of the digital economy on military-civilian collaborative innovation in the electronic and communication equipment manufacturing industry-a representative sector of military-civilian collaboration-using data from 2013 to 2021 in China's central and western regions.Empirical results reveal that,with control variables accounted for,a 1%increase in the level of digital economic development raises the synergy degree of the military-civilian innovation system by 19.25%.The digital economy positively enables military-civilian collaborative innovation.It also indirectly facilitates such innovation by improving human capital,boosting technological progress,and reducing research and development costs.However,further analysis indicates that digital industrialization has a limited role while it primarily concentrates on innovation entities and investment.Based on these findings,policy recommendations are proposed to better leverage the dividends of digitalization and promote the sustainable development of military-civilian collaborative innovation in China's central and western regions.
