新形势下煤电灵活调峰和稳定供热的挑战和应对措施

Challenges and counter measures for flexible peak regulation and stable heat supply of coal power under new circumstances

摘要 在新型电力系统建设背景下,煤电机组正通过灵活性改造、供热改造、节能降碳改造“三改联动”,加速向清洁、高效、灵活转型。随着波动性新能源的大规模发展和能源需求的持续攀升,煤电作为我国未来相当长一段时间内能源供应安全的重要支撑,扮演着供电、供热和提供电力灵活性的三重角色,也致使煤电转型面临诸多挑战。结合我国电力转型面临的新形势,识别了煤电机组灵活调峰和稳定供热面临的矛盾和挑战,分析了热电解耦相关技术手段和国内外经验。研究建议,通过加强灵活性改造方面的支持力度、加强供热改造和系统优化、进一步完善电力市场建设、加强热电解耦技术攻关等实现煤电的灵活调峰和稳定供热,为提升我国能源安全保障水平和促进新能源消纳做出贡献。 In the context of building a new type of power system,coal power units are accelerating their transformation towards being cleaner,more efficient,and flexible through flexibility retrofitting,heat supply retrofitting,and energy-saving and carbon reduction retrofitting.With the large-scale development of variable renewable energy and the continuous rise in energy demand,coal power continues to play a crucial role in ensuring the security of energy supply in China for a considerable period of time,fulfilling three roles:power supply,heat supply,and providing grid flexibility.This transformation brings numerous challenges to coal power.This paper,based on the new circumstances facing China's power transition,identifies the contradictions and challenges faced by coal power units in flexible peak regulation and stable heat supply.It analyzes the technical measures related to thermoelectric decoupling and draws from both domestic and international experience.The research suggests that through enhanced support for flexibility retrofitting,strengthening heat supply retrofitting and system optimization,further improvement of power market design,and intensified efforts in thermoelectric decoupling technology research,coal power can achieve flexible peak regulation and stable heat supply at the same time,contributing to the enhancement of China's energy security and promoting the integration of renewable energy.
