摘要
应对气候变化已成为全球各国共同面临的紧迫任务,其背后隐藏着庞大的资金需求缺口。气候投融资在缓解气候变化资金缺口中起着关键作用,对于提升全球气候适应能力、加速减碳进程具有不可估量的价值。系统梳理国内外气候投融资进展,识别实践中面临的挑战,并提出针对性的对策建议对推动中国气候投融资发展具有重要意义。中国开展气候投融资试点以来,基本形成了以低碳发展目标为导向,以政策标准体系为支撑,以模式创新和地方实践为路径的总体布局,但依然面临着激励机制尚需优化完善、标准体系亟待强化、气候投融资模式需不断创新等挑战。为更有效地推动气候投融资工作深入开展,建议试点地区积极制定并实施一系列激励与引导政策,激发参与主体积极性;加速构建完善的气候投融资标准体系,确保资金精准投向高气候效益领域;加快创新气候投融资金融产品,有效匹配气候项目资金需求。
Addressing climate change has become an urgent task faced by all countries worldwide,and there is a significant funding gap that needs to be addressed.Climate investment and financing plays a crucial role in bridging the financing gap for climate change mitigation,and it is invaluable for enhancing global climate resilience and accelerating carbon reduction efforts.It is of great significance to systematically review the progress of climate investment and financing both domestically and internationally,identify practical challenges,and propose targeted countermeasures and suggestions.Since the launch of the climate investment and financing pilot,China has developed an overall framework guided by low-carbon development goals,supported by a robust policy standard system,and driven by innovative models and local practices.However,there are still challenges such as the need to optimize incentive mechanisms,strengthen standard system,and continuously innovate climate investment and financing models.To more effectively promote the in-depth development of climate investment and financing,it is recommended that pilot areas actively formulate and implement a series of incentive policies to stimulate the enthusiasm of participants;Accelerate the establishment of a sound climate investment and financing standard system to ensure that funds are accurate allocation in areas with high climate benefits;Accelerate innovation in financial products related to climate investment to effectively meet funding needs for various climate projects.
