摘要
传统航标管理常常偏重于对结果的定性评价,而对于航标维护成本的控制则需要对作业调度全过程实施资源的优化配置,同时对航标作业单位的工作时效、资源消耗等进行定量汇算,以正向激励方式促使员工提高工作效率,降低维护成本。设计航标作业量化考核指标和绩效考核管理办法,通过3年以上的统计数据分析,说明量化管理模式的运用可有效提高航标管理单位的绩效水平,降低航标维护成本。
Traditional aids to navigation(AtoN)management often focuses on the qualitative evaluation of results.However,the control of costs for AtoN maintenance requires the optimized allocation of resources in the whole process of operation scheduling,and quantitative calculation of the work time and resource consumption of AtoN operation unit,so as to inspire employees to improve work efficiency and reduce maintenance costs in a way of positive incentive.Through designing quantitative assessment indicators and performance appraisal management approach,as well as more than 3 years of statistical data analysis,it is indicated that the application of the quantitative management mode can effectively improve the performance level of AtoN management unit and reduce the maintenance costs of AtoN.
