红色贸易的历史演进与经验启示——基于土地革命战争时期及抗日战争时期的分析

摘要 20世纪20年代末30年代初,中国共产党领导的红色贸易开始萌芽。中国共产党充分认识到革命战争时期经济工作的重要性以及在突破敌人经济封锁中贸易工作的重要地位,中央苏区、陕甘宁边区和各根据地在经济贸易政策制定及实践方面做出了许多伟大的尝试,逐步加强贸易管理,大力发展公营经济与集体经济,保护私营经济,通过设立关税、发行公债拓展收入,依靠群众开展对敌贸易斗争。本文通过对中央苏区及陕甘宁边区和各根据地党领导下的红色贸易政策及实践进行梳理,阐释新民主主义革命时期通过正确处理革命战争与经济贸易、公营经济与私营经济、贸易管理与市场调剂等关系,总结中国共产党将马克思主义与中国具体实际相结合,坚持经济工作以人民为中心,军民兼顾,建立广泛的统一战线,打破敌人经济封锁的历史经验,以期为当前的经贸工作提供一些启示。 In the late 1920s and early 1930s,the red trade under the leadership of the Communist Party of China began to sprout.Our party fully recognized the importance of economic work during the revolutionary war and the crucial role of trade in breaking through the enemy's economic blockade.The Central Soviet Area,the Shaanxi-Gansu-Ningxia Border Region and various base areas made many great attempts in the formulation and practice of economic and trade policies.They gradually strengthened foreign trade management,vigorously developed public and collective economy,protected private economy,expanded revenue through setting tariffs and issuing public bonds,and relied on the masses to carry out trade struggles against the enemy.This paper sorts out the red trade policies and practices under the leadership of the Communist Party in the Central Soviet Area,the Shaanxi-Gansu-Ningxia Border Region and various base areas,and explains how to correctly handle the relationships between revolutionary war and economic trade,between state-owned economy and private economy,and between trade management and market adjustment during the New Democratic Revolution period.It summarizes the historical experience of the Communist Party of China in combining Marxism with China's specific reality,adhering to the principle of taking the people as the center of economic work,giving consideration to both the military and the people,establishing a broad united front so as to break the enemy's economic blockade,with a view to providing some enlightenment for the current economic and trade work.
