摘要
促进财税和金融政策协调配合,对于新疆自贸试验区高质量发展意义重大。本文从理论和实践的层面阐明了财税和金融政策协调配合,有利于形成政策合力及政策间的优势互补,在引导社会资源流向、加快产业集聚、推动自贸区产业升级创新发展、提升全要素生产率、提高投资便利化程度、促进国内外要素流动及增强自贸试验区的区域竞争力和吸引力方面有重要作用。从国内外自贸试验区的建设实践出发,总结了相应的建设经验和成果,为建设高标准高质量的新疆自贸实验区提供了政策借鉴和路径参考。新疆自贸试验区的建设在充分发挥自身区位优势的基础上,从制定差异化的财税政策、优化金融服务、鼓励金融机构增加对新疆自贸试验区的金融支持、加强政策协调与沟通机制、提升信息共享和数据支撑五个方面促进财税和金融政策协调配合,充分发挥财税和金融政策效力以此推动新疆自贸试验区高质量发展。
Promoting the coordination of fiscal and financial policies is of great significance for the high-quality development of Xinjiang Pilot Free Trade Zone(FTZ).This paper clarifies from the theoretical and practical levels that the coordination of fiscal and financial policies is conducive to the formation of policy synergies and complementary advantages among policies,and plays an important role in guiding the fl ow of social resources,accelerating industrial agglomeration,promoting the upgrading and innovative development of industries in the FTZ,enhancing the total factor productivity,improving the degree of investment facilitation,facilitating domestic and foreign factor fl ows,and enhancing the regional competitiveness and attractiveness of the Pilot FTZ.Starting from the construction practice of FTZs at home and abroad,the corresponding construction experience and achievements are summarized,providing policy reference and path reference for the construction of high-standard and high-quality Xinjiang Pilot FTZ.On the basis of giving full play to its own location advantages,the construction of Xinjiang Pilot FTZ promotes the coordination of fiscal,taxation and financial policies in five aspects:formulating differentiated fiscal and taxation policies,optimizing financial services,encouraging financial institutions to increase financial support for Xinjiang Pilot FTZ,strengthening policy coordination and communication mechanisms,and enhancing information sharing and data support,so as to give full play to the effectiveness of fiscal,taxation and financial policies in order to promote the high-quality development of Xinjiang Pilot FTZ.
