船舶型号设计师业务活动与能力素质模型研究

摘要 面对严峻复杂的国际形势,以船舶型号设计师为代表的科技人才的作用日益凸显,尤其是型号总设计师直接关系到型号科研任务的成败。文章以中国船舶总体所的设计师队伍为样本,构建了船舶业务主管设计师至总设计师的6级型号设计师的能力素质模型。模型涵盖了知识跨度、能力层次、思维特点及行为品质四个维度。综合能力素质模型贯穿于设计师成长全周期,缩短了设计师成长周期,有助于强化设计师人才队伍建设,完善科技人才选拔培养机制,建立价值创造评价等级标准和系统的培训体系。 In the face of the severe and complex international situation,the role of scientific and technological talents represented by ship model designers is even more prominent,especially the general model designer,who directly influences the success or failure of model research tasks.This paper takes the design team of the Overall Institute of China State Shipbuilding Corporation Limited as a sample and constructs a competency model for six levels of model designers from ship business supervisor designers to general designers.The model covers four dimensions,including knowledge span,ability level,thinking characteristics,and behavioral quality.The comprehensive competency model runs through the entire growth cycle of designers,shortens the growth cycle of designers,and helps strengthen the construction of a designer talent team,improve the mechanism for selecting and cultivating scientifi c and technological talents,and establish value creation evaluation level standards and systematic training systems.
