摘要
基于电力在能源体系中的核心地位和推动能源低碳转型的关键作用,创新提出系统评估全球各区域各国电力发展成效的全球电力发展指数,并根据能源可持续发展理念构建“两级四维”指标体系进行指数测算,从供应保障、消费服务、绿色低碳、技术创新等4个维度反映各区域、各国家电力发展水平。采用五分位法对基础数据进行了标准化处理,并运用主客观相结合的方法对一级指标和二级指标权重设计。最后对全球六大洲100个国家开展了电力发展指数和各维度专项指数测算,并进行了相应排序和分析,旨在为决策制定者、投资者、电力行业从业者及关注电力行业发展的相关人士提供参考。
Considering the pivotal role of electricity within the energy system and its crucial importance in advancing the low-carbon energy transition,this study introduces the Global Electricity Development Index(GEDI),a novel framework designed to systematically evaluate the progress of electricity development across different regions and countries worldwide.GEDI is calculated based on a two-tier,four-dimensional indicator system,which aligns with the principles of sustainable energy development.GEDI assesses the level of electricity development across four key dimensions:supply guarantee,consumption services,green and low-carbon development,and technological innovation.To ensure robust analysis,we standardized the raw data using the quintile method and employed a combination of subjective and objective methods to determine the weights for primary and secondary indicators.Subsequently,we conducted an evaluation of the Electricity Development Index and specific dimensional indices for 100 countries across six continents.The results were ranked and analyzed,aiming to provide valuable insights to policymakers,investors,electricity industry professionals,and other stakeholders with an interest in the development and sustainability of the electricity sector.
