摘要
[目的/意义]政策文件对学术成果的使用在一定程度上体现了成果产生的社会影响,对使用行为进行深入分析,能够为客观认识政策提及指标、科学评价学术成果社会影响力提供参考。[方法/过程]获取Altmetric.com的政策提及数据,针对被政策广泛提及的学术成果,分析其特征及对应政策文件的主题、发布国家和提及时间等特点,并通过编码提炼提及形式、位置、内容、动机等要素,探讨学术成果在政策制定中发挥的作用,并进一步区分论文和报告这两类成果的提及行为,探索政策提及指标在学术成果影响力评价中的应用价值。[结果/结论]应全面认识当前政策提及指标的数据质量和提及行为本身的复杂性,对提及指标值不能一概而论,需区分不同提及行为的实际意义,准确刻画学术成果对政策制定的支撑作用,从而合理应用政策提及指标评价学术成果的社会影响力,推动循证决策的进一步发展。
[Purpose/significance]The mention of academic achievements in policy documents reflects the social impact of achievements to a certain extent.An in-depth analysis of mention behavior can provide references for understanding policy mention indicators objectively and evaluating the social impact of academic achievements scientifically.[Method/process]The study obtained policy mention data from Altmetric.com and analyzed the characteristics of academic achievements that are highly mentioned by policies,as well as the theme,publication country,and mention time of corresponding policy documents.Extracting elements such as form,location,content,and motivation through coding,the study explores the role of academic achievements in policy-making,and further distinguishes the mention behavior of papers and reports,exploring the application value of policy mention indicators in evaluating the impact of academic achievements.[Result/conclusion]We should have a comprehensive understanding of the data quality of the policy mention indicator and the complexity of mention behaviors.The values of the indicators cannot be generalized,and it is necessary to distinguish the practical significance of different mentioned behaviors,depict the supporting role of academic achievements in policy formulation accurately,apply policy mention indicators to evaluate the social impact of academic achievements reasonably,and promote further development of evidence-based decision-making.
