摘要
笔者以《政府采购合作创新采购方式管理暂行办法》的出台和“加快发展新质生产力”的提出作为研究背景,考察了政府创新采购对企业全要素生产率的影响及传导机制。研究发现,政府创新采购能够帮助企业优化配置创新资源,是赋能企业高质量发展的重要推力。机制检验表明,政府创新采购有利于企业推进实质性创新,从而提高全要素生产率。异质性分析发现,当企业获得的创新采购为异地采购、中央采购、非自行采购和持续稳定的采购时,政府创新采购对企业全要素生产率提升的助推作用更为突出。本文对政府创新采购如何促进企业提高全要素生产率提供了理论阐释与经验证据,为识别和探索在微观经济层面促进高质量发展与新质生产力培育的政府角色定位提供了参考。
This article examines the impact and transmission mechanism of government innovation procurement on the total factor productivity of enterprises in the context of the promulgation of the Interim Measures for the Management of Government Procurement Cooperation Innovation Procurement Methods in China and the proposal of the primary task of“accelerating the development of new quality productivity”.The study finds that government innovative procurement can help enterprises optimize the allocation of innovation resources,which is an important driving force for the high-quality development of enterprises.The mechanism test shows that the government's innovative procurement is conducive to enterprises promoting substantive innovation,thus improving total factor productivity.Heterogeneity analysis reveals that government innovative procurement has a more prominent role in boosting firms'total factor productivity when the innovative procurement obtained by firms is off-site,centralized,non-self-purchasing and steady.This paper provides theoretical explanations and empirical evidence on how government innovative procurement promotes firms'total factor productivity,and provides a references for identifying and exploring the government's role in promoting the cultivation of new quality productivity and high-quality development at the microeconomic level.
