摘要
随着脱贫攻坚工作的全面胜利,苏北农村的总体面貌有了很大的改善,但与苏南农村地区相比差距依然较大。苏北农村地区仍是制约江苏全面实现农业农村现代化的最大阻碍,只有全面推进区域协调发展,江苏整体农业农村现代化才能最终实现。作为农业农村优先发展的关键,社会资本是巩固脱贫攻坚成果、推进农业农村现代化建设的重要支撑。当前,顶层设计不清晰、参与积极性不高、整合力度不到位、利益分配不健全,严重制约了社会资本参与苏北农业农村现代化建设的积极性。本文立足于苏北农村地区,从优化顶层政策设计、吸引社会资本参与、强化资本整合力度、健全利益分配机制等方面提出相关对策。
With the comprehensive victory of poverty alleviation work,the overall appearance of rural areas in northern Jiangsu has greatly improved,but the gap is still significant compared to rural areas in southern Jiangsu.The rural areas in northern Jiangsu are still the biggest obstacle to the comprehensive modernization of agriculture and rural areas in Jiangsu.Only by comprehensively promoting regional coordinated development can the overall modernization of agriculture and rural areas in Jiangsu be ultimately achieved.As the key to prioritizing the development of agriculture and rural areas,social capital is an important support for consolidating the achievements of poverty alleviation and promoting the modernization of agriculture and rural areas.Currently,unclear top-level design,low participation enthusiasm,inadequate integration efforts,and inadequate distribution of benefits seriously constrain the enthusiasm of social capital to participate in the modernization of agriculture and rural areas in northern Jiangsu.This article is based on the rural areas of northern Jiangsu,and proposes relevant measures from the aspects of optimizing top-level policy design,attracting social capital participation,strengthening capital integration,and improving the mechanism of interest distribution.
