摘要
开发银行作为重要的产业政策工具,为工业部门提供长期融资,在后发国家发展中尤为重要,同时深刻体现了一国在经济发展中政府与市场的关系。随着全球化背景下新自由主义改革,开发银行进行了不同程度的改革和调整。而在改革后,一些国家的开发银行并未能有效促进本国的经济发展和结构转型。基于对金砖国家巴西、印度、南非的国别开发银行进行比较案例研究,主要从开发银行的主要特点筹资能力和自主性两方面对国别开发银行进行了剖析,探究在全球化背景下开发银行在经济转型中的作用和影响开发银行发挥作用的重要因素。结论表明,作为产业政策工具的开发银行是否足够有能力和自主性以及是否有一套一致且连贯的产业政策是本国是否能实现产业结构转型的关键所在。同时,结合中国国家开发银行的经验,提出了开发银行有效运作的建议,旨在对各国如何有效发挥国别开发银行在经济发展中的作用尤其在促进经济恢复及结构转型方面提供有价值的借鉴。
Development banks,as important industrial policy instruments providing long-term financing for the industrial sector,are particularly important in the development of latecomer countries,and at the same time profoundly reflect a country’s government-market relationship in economic development.With the neo-liberal reforms in the context of globalization,development banks have been reformed and restructured to varying degrees.And after the reform,why some countries’development banks have not been able to effectively promote their own economic development and structural transformation,and what factors affect the role of development banks in eco⁃nomic development.Based on the comparative case study of national development banks in the BRICS countries of Brazil,India and South Africa,this paper mainly analyses the national development banks from the aspects of their main features of capacity and autonomy,and explores the role of the development banks in the structural transformation of their economies in the context of globalization and the important factors affecting their role.The paper argues that the capacity and autonomy of development banks as industrial policy instruments and the existence of a set of coherent and consistent industrial policies are key to whether a country can achieve industrial structural transformation.At the same time,the paper presents insights and recommendations for the effective operation of development banks in the light of the experience of China Development Bank,with the aim of providing valuable lessons on how countries can effectively leverage the role of national development banks in economic development,especially for economic recovery and structural transformation.
