摘要
基层是社会治理的重心。基层社会治理不仅关乎社会稳定、民生福祉,更关乎国家治理体系和治理能力现代化。当前我国在推进基层社会治理现代化过程中,呈现出治理模式多样化、治理力量愈发强大和治理效能进一步提升的良好态势,但仍面临治理理念滞后、多元主体参与不足、数字鸿沟现象存在、治理效果参差不齐等现象,应通过强化党建引领作用、转变治理理念、家庭社会政府联动弥合数字鸿沟、健全配套制度等措施,以期提升基层社会治理效能,加快推进我国社会治理现代化。
Grassroots is the centre of gravity of social governance.Grassroots social governance is not only related to social stability and people's well-being,but also to the modernisation of the national governance system and governance capacity.At present,in the process of promoting the modernisation of grassroots social governance in China,a good trend of diversification of governance modes,increasingly powerful governance forces and further enhancement of governance efficacy has been presented,but it is still facing such phenomena as lagging behind in the concept of governance,insufficient participation of pluralistic main bodies,the existence of the phenomenon of the digital divide,and uneven governance effects,etc.The digital divide should be bridged by strengthening the leading role of party building,changing the concept of governance,and linking up with the family,society and the government,sound supporting system and other measures,with a view to enhancing the effectiveness of grassroots social governance and accelerating the modernisation of social governance in China.
