摘要
城市更新不只是工程建设,还是一项推动城市可持续发展的社会创新活动。随着多元主体的参与,城市更新逐渐发展成一种以治理形成合力推动城市发展的模式。通过三个不同类型的案例分析,尝试从治理的视角,探讨政府引导、更新主体主导、多元主体参与的城市更新模式,梳理该模式的主要优势,探索其对促进国有资产增值和城市更新资金平衡发挥的重要作用,并提出多元主体角色重塑的基本策略,以期为我国城市更新实践提供有益的借鉴和参考。
Urban renewal is not only engineering construction,but also a social innovation activity to promote sustainable urban development.With the participation of multiple subjects,urban renewal gradually develops into a mode in which governance forms a joint force to promote urban development.Through three different types of case studies,this paper attempts to discuss the urban renewal model with government guidance,renewal subject leading and multi-subject participation from the perspective of governance,sort out the main advantage of this model,and explore its important role in promoting the appreciation of national assets and the balance of urban renewal funds.The paper also puts forward the basic strategy of reconstructing the role of multiple subjects in order to provide useful reference for the practice of urban renewal in China.
