摘要
新时代发展农业新质生产力需要形成与之相适应的农业生产关系,其中巩固和完善现有土地承包关系,延续清晰明了的产权关系,是当下深化农村改革特别是农村土地制度改革的重要内容。党的二十届三中全会决定提出,有序推进第二轮土地承包到期后再延长30年试点,无疑是当下深化农村土地制度改革的重点。自2020年以来,农业农村部开展了五批第二轮土地承包到期后再延长30年试点,取得了较好的成效。但是在工作推动、问题解决以及潜在风险三个层面存在回避问题等可能诱发试点工作不彻底、导致试点成效打折等问题。为此,应尽可能选择多样化的试点村、更多探索用“地”的办法解决人地矛盾。
The development of new agricultural productivity in the new era requires the formation of compatible agricultural production relations,in which the consolidation and improvement of existing land contract relations and the continuation of clear and unambiguous property rights relations are important elements of the deepening of rural reform,especially the reform of the rural land system at the present time.The Third Plenary Session of the 20th CPC Central Committee decided to promote the second round of land contracting in an orderly manner and extend the 30-year pilot after the expiration,which is undoubtedly the focus of deepening the reform of the rural land system at present.Since 2020,the Ministry of Agriculture and Rural Development has carried out five batches of pilot projects to extend the second round of land contract for another 30 years after its expiration,and has achieved good results.However,at the three levels of work promotion,problem solving and potential risks,there is the risk of issue avoiding,which may induce incomplete pilot work and lead to a compromise in the effectiveness of the pilot.For this reason,it is necessary to select as many pilot villages as possible and to explore more ways of solving the human-land conflict by means of“land”.
