摘要
森林火灾一旦发生易对森林资源及人身、财产造成造成极大损失,在已发生的森林火灾中,部分是人为引起,做好人为火案防控工作可以很大程度上避免森林火灾发生,因而本文选取人为火灾案件进行分析,总结火案的规律,以防控火案发生。以绵阳市近10年森林火案为案例样本,从森林火案的行为、对象、结果三个方面总结分析绵阳市森林火案特征,从宣传教育、巡防建设、协调作战等方面提出了防控火案发生的对策,并且从现勘、讯问等方面总结了森林火案发生后如何进行侦破的策略。
Once a forest fire occurs,it causes great losses to forest resources and human life and property.In the forest fires that have occurred,some of them are caused by people.Doing a good job in the prevention and control of man-made fire cases can avoid forest fires to a great extent.Taking the forest fire cases in Mianyang City in the past ten years as an example,in this paper,the characteristics of the forest fire cases in Mianyang City were summarized and analyzed from three aspects:behavior,object and result,puts forward countermeasures to prevent and control the fire cases from the aspects of publicity and education,patrol construction and coordinated operations,and the strategies were summarized to detect the forest fire cases from the aspects of spot investigation and interrogation.
