摘要
针对淮河流域及山东半岛地区地下水严重超采的问题,从地下水开发利用趋势、水位动态变化、生态与环境地质问题等方面分析了该地区地下水超采的状况,从水资源禀赋条件、水资源承载能力、城镇用水需求变化、地下水监管能力等方面剖析了地下水超采的原因。针对地下水双控指标体系、监测计量、信息化监管等方面存在的问题,从强化流域对地下水资源统一管理的角度提出了相关对策建议。
The problem of groundwater overexploitation is prominent in the Huaihe River Basin and Shandong Peninsula region.This paper analyzes the situation of groundwater overexploitation in this region from aspects such as groundwater development and utilization trend,dynamic change of water level,and ecological and environmental geological problems.The causes of groundwater overexploitation are analyzed from aspects such as water resources endowment conditions,water resources carrying capacity,urban water demand changes,and groundwater supervision ability.In view of the existing problems in groundwater dual control index system,monitoring and measurement,information supervision and other aspects,this paper puts forward relevant countermeasures and suggestions from the perspective of strengthening the unified management of groundwater resources in the basin.
