摘要
西班牙是较早完成现代民族国家建构,同时也是面临着国内地区(民族)分离主义与外来移民融入双重挑战的典型的多民族国家。从西班牙少数群体政策的主要内容来看,维护国家领土主权完整、促进社会稳定团结的国家安全考量始终是贯穿于其中的内在价值逻辑。西班牙政府一方面以“地区自治”吸收民族因素,通过权力下放缓和中央与(民族)地方的紧张关系,另一方面则将“国家统一”与“地区(民族)自治”有效结合,推进以宪法为核心的反分离主义法治体系建设,同时注重加强本土团结与移民团结的共建,促进公民融合与跨文化共同发展。西班牙的少数群体政策在维护国家安全层面产生了明显的积极效果,但由于制度或体制的、国际(区域)的、历史(心理)的等诸多中介性变量的复杂联动,其现实效果仍存在值得进一步反思的空间。
Spain is a typical multi-ethnic state that completed the modern nation-state building long time ago,which is also faced with the dual challenges of domestic regional(ethnic)separatism and immigrant integration.From the perspective of the main contents of Spanish ethnic policies,the consideration of national security in maintaining national sovereignty and territorial integrity as well as promoting social stability and unity is always the inherent value logic running through them.On the one hand,the Spanish government absorbs ethnic factors through"regional autonomy"and eases the tension between the central and(ethnic)regions through decentralization;on the other hand,it effectively combines"national unity"with"regional ethnic autonomy"and promotes the construction of an anti-separatism rule of law system with the Constitution as the core.At the same time,it also pays attention to strengthening the joint construction of indigenous solidarity and immigrant solidarity and promotes citizen integration and intercultural common development.Spanish ethnic policies have produced obvious positive effects on safeguarding national security,but due to the complex linkage of institutional or system,international(regional),historical(psychological),and other intermediary variables,there is still room for further reflection on their practical effects.
