美国拜登政府网络安全人才战略探析

The Biden Administration's Talent Strategy for Cybersecurity

摘要 随着网络威胁的剧增,人的数字素养和技能水平已成为维护网络安全的核心要素。目前,各国对网络安全人才的需求日益增大,但人才缺口短期内难以弥补。美国拜登政府采取多项网络安全人才培养措施,制定战略规划、召集多方会议、创新人才实践、鼓励政企合作,试图以此维护网络安全,进而服务国家安全。但与此同时,拜登政府网络安全人才战略的实施也面临着妨碍政策绩效的难题。总体而言,拜登政府推进网络安全人才战略政策的方式值得深入研究,其在问题诊断、战略设计、组织协调、战略实施等方面的做法具有一定借鉴价值。 With the explosion of cyber threats, digital literacy and skills have become a core element in maintaining cybersecurity. Presently, the global demand for cybersecurity talent continues to climb, but the gap seems difficult to fill in the short term. Against such a background, the Biden administration has adopted multiple measures to cultivate cybersecurity talent, including formulating strategic plans, convening multi-stakeholder meetings, innovating talent-related practices, and encouraging government–industry cooperation, in a bid to safeguard America's cybersecurity and, by extension, serve its national security. Meanwhile, however, the Biden administration faces difficulties in implementing its talent strategy for cybersecurity, which hinders policy effectiveness. Overall, the Biden administration's approach to advancing its talent strategy and policies for cybersecurity deserves an in-depth study. Its practices in problem diagnosis, strategic design, organizational coordination, and strategic implementation may provide a source of inspiration to other countries.
