摘要
随着社会经济、人类需求的快速增长与生态承载力之间的矛盾加剧,典型生态系统结构与功能发生退化,生态环境损害事件频发。本文以山东省某破坏生态事件为例,针对生态系统损害鉴定评估中生态损害调查、损害确认、因果关系分析、损害实物量化、恢复方案制定及损害价值量化等环节进行了探讨,构建了一套挖损土地破坏生态行为对生态系统环境损害的鉴定评估方法。并用该方法从生态服务功能期间损害、生态环境恢复费用等方面量化了该事件造成的生态环境损害。
With the aggravation of the contradiction between the rapid growth of socio-economic and human needs and the ecological carrying capacity,the structure and function of typical ecosystems are degraded and ecological environment damage events occur frequently.This paper takes an ecological damage event in Shandong Province as an example,and discusses the ecological damage investigation,damage confirmation,causality analysis,damage physical quantification,restoration program development and damage value quantification in the ecosystem damage appraisal,and constructs a set of appraisal methods for the ecosystem environmental damage by agricultural excavation.The method was used to quantify the ecological damage caused by the incident in terms of damage during the period of ecological service functions and ecological restoration costs.
