摘要
基于北京市责任规划师制度背景,以责任规划师主导参与的闵航社区建设实践为案例,搭建完整社区建设平台化实施体系,提出由规划先行、统筹实施、公众参与、共建共治4个模块构成的模块化工作方法,构建以党建规划双引领为突出特点、更新与治理互促互进的完整社区建设模式,推动建立新时代高质量发展背景下的社区建设常态化工作机制。
Based on the background of Beijing’s responsible planner system,taking Minhang Community construction practice led by responsible planners as an example,a complete community construction platform implementation system is built,a modular working method is proposed consisting of four modules:planning first,overall implementation,public participation and co-governance,a complete com-munity construction model that taking dual guidance of party building and planning as prominent feature and re-newal and governance mutual promotion is built,and the establishment of a normal working mechanism for com-munity construction is promoted under the background of high-quality development in the new era.
