摘要
功能调适是政党等政治主体为适应时代变化和实践需要对自身功能进行有针对性的调整。新中国成立以来,基于我国社会主要矛盾的发展转化、不同时期或阶段党的中心任务的现实需求、基层党组织先进性建设的主体自觉以及我国发展历史方位的深刻演进等多方面动因,党的基层组织对自身功能进行了深刻调整。新中国成立以来基层党组织功能调适的历程分为三个阶段:社会主义革命和建设时期,基层党组织以实现由新民主主义向社会主义的转变为目的进行功能调适;改革开放和社会主义现代化建设新时期,基层党组织以探索社会主义建设的正确道路和追求社会生产力的稳步增长为目的进行功能调适;中国特色社会主义进入新时代,基层党组织以奋进“两个一百年”奋斗目标为目的进行功能调适。新中国成立以来基层党组织的功能调适历程告诉我们,基层党组织的功能调适要坚持以夯实党的执政根基为根本目的,以厘清基层党组织的角色定位为前提基础,以执行党的政治路线为原则遵循,以调动各方积极性为实践要义,以解决现实问题为方向引领。
Functional adjustment is the behaviour of political parties and other political subjects to make targeted adjustments to their own functions in order to meet the needs of changing times and practical development.Since the founding of New China,the grassroots Party organizations have made profound adjustments to their functions based on a variety of motivations,such as the transformation of the main contradictions in Chinese society,the realistic needs of the Party's central tasks at different times or stages,the self-consciousness of grassroots Party organizations in their advanced construction,and the profound change in the historical direction of China's development.Since the founding of New China,the course of functional adjustment of grassroots Party organizations has been divided into three phases:during the period of socialist revolution and reconstruction,grassroots Party organizations adjusted their functions with the aim of realizing the transformation from New Democracy to Socialism;during the new period of reform and opening up,grassroots Party organizations adjusted their functions with the aim of exploring the correct path of socialist construction and pursuing the steady growth of social productive forces;in the new era of socialism with Chinese characteristics,grassroots party organizations are functionally adapted for the purpose of striving for the Two Centenary Goals.The history of functional adjustment of grassroots party organizations since the founding of New China tells us that the functional adjustment of grassroots party organizations should adhere to the fundamental purpose of consolidating the foundation of the party's governance,clarify the position of grassroots party organizations as the prerequisite foundation,implement the party's political line as the principle to follow,mobilize all parties as the practical essence,and solve the practical problems as the direction to lead.
