摘要
作为全球范围内第一个与气候变化相关的贸易法案,欧盟碳边境调节机制(CBAM)法案已正式走完立法程序,进入过渡实施阶段。在货物贸易进口环节,对碳排放水平较高的特定类别产品征收相应费用,以拉平欧盟境内外碳成本差异。文章重点介绍了欧盟CBAM法案的由来和主要内容,分析了法案带来的影响,并对下一步应对工作提出建议。
As the first trade bill related to climate change in the world,the EU Carbon Border Adjustment Mechanism(CBAM)bill has officially been completed in the legislative process and entered the transitional implementation stage.In the import link of trade in goods,the corresponding fees are levied on specific categories of products with high carbon emission levels to smooth out the differences in carbon costs within and outside the EU.This paper focuses on the origin and main content of the EU CBAM bill,analyzes its impact,and puts forward suggestions for the next step.
