摘要
目前,足球国别竞争日趋激烈,足球科技创新成为影响足球事业发展的关键。运用文献资料调研、实地调查、专家访谈等研究方法,探讨足球科技创新政策演变、驱动要素及其关系,以及技术发展与政策创新的协同演化机制,基于技术与政策的现实制约,提出实践策略。研究发现,足球科技创新在技术层面存在基础性科学研究支撑不足,关键核心技术缺失,技术发展不均衡;在政策层面存在针对性、前瞻性及支撑力有限,政策执行系统不完善,政策创新与技术发展协同不足等问题。亟需加强基础科学研究,加快关键核心技术攻关;改善政策环境,提高政策创新效能;推动领域、区域、城乡一体化协调发展;推进技术与政策的协同发展,完善创新体制机制;健全人才培养体系,建设高水平足球科技创新人才队伍。
In today’s world,the competition among countries in football is becoming increasingly fierce,and football technological innovation has become the key to the development of football.Using research methods such as literature,field investigation,and expert interviews,this paper explores the evolution of football technological innovation policies,driving factors and their relationship,as well as the synergistic evolution mechanism of technological development and policy innovation.Based on the realistic constraints of technology and policy,practical strategies are proposed.The study found that football technological innovation has problems such as insufficient basic scientific research support,lack of key core technologies,and unbalanced technological development at the technical level;limited pertinence,foresight and support at the policy level,imperfect policy implementation system,and insufficient coordination between policy innovation and technological development.It is urgent to strengthen basic scientific research,accelerate the research of key core technologies;improve the policy environment,and improve the effectiveness of policy innovation;promote the coordinated development of fields,regions,and urban and rural integration;promote the coordinated development of technology and policies,and improve the innovation system and mechanism;improve the talent training system,and build a high-level football technological innovation talent team.
