摘要
建立本质安全型企业是国家的要求,也是企业安全生产管理的最终目标。通过研究本质安全的定义,针对铁路安全管理特点,提出铁路本质安全概念和内涵,明确近期、远期2个阶段的目标任务。在传承既有铁路安全管理框架的基础上,充分融合本质安全理论,构建铁路本质安全体系,包括人员本质安全、设备本质安全、环境本质安全、管理本质安全4个子体系,可进一步分为18个模块、73个要素,指导推进铁路本质安全建设,对提升铁路本质安全水平,保障铁路高质量发展具有重要意义。
Developing intrinsically safe enterprises is not only a national mandate but also the ultimate goal of work safety management of enterprises.Through the study on the definition of intrinsic safety,this study introduces the concept and essence of railway intrinsic safety according to the characteristics of railway safety management.It delineates the objectives and tasks for short-term and long-term phases.Building upon the existing railway safety management framework,the intrinsic safety theory is fully integrated to establish a railway intrinsic safety system.This system includes four subsystems:personnel intrinsic safety,equipment intrinsic safety,environmental intrinsic safety,and management intrinsic safety.It consists of 18 modules and 73 elements,directing and promoting the establishment of railway intrinsic safety.This holds profound significance in enhancing railway intrinsic safety and supporting the high-quality development of railways.
