摘要
本研究深入探讨了中国农村村民协商议事的制度化进程及其在现代社会主义民主政治中的作用。研究采用文献综述、理论分析、比较研究和实地调研等方法,建立了结合协商民主与治理理论的分析框架。结果显示,村民协商议事对提升民主参与、决策透明度、社会凝聚力和治理效能方面有显著贡献,但存在制度化不足、程序不规范、参与度低和执行力弱等问题。这些问题源自人治倾向、个人利益关联度低和区域发展不平衡等多重因素。研究提出了完善法规、加强组织领导、提升村民素质和创新协商机制等对策,以增强村民协商议事的实效性和制度化水平。强调结合中国国情,适应文化、制度和执行挑战,推动村民协商议事的本土化和高效化,为中国农村基层治理提供决策参考,以促进社会和谐与进步。
This study delves into the institutionalization process of rural villagers’consultative deliberation in China and its role in contemporary socialist democratic politics.Utilizing methods such as literature review,theoretical analysis,comparative research,and field investigation,the study establishes an analytical framework that integrates theories of deliberative democracy and governance.The findings indicate that villagers’consultative deliberation significantly enhances democratic participation,decision-making transparency,social cohesion,and governance efficiency.However,issues such as insufficient institutionalization,non-standardized procedures,low participation,and weak implementation persist,stemming from tendencies towards person-based governance,low personal interest correlation,and regional developmental imbalances.The study proposes solutions such as perfecting legal regulations,strengthening organizational leadership,enhancing villagers’quality,and innovating consultative mechanisms to improve the effectiveness and level of institutionalization of villagers’consultative deliberation.Emphasizing the adaptation to Chinese national conditions,cultural,institutional,and execution challenges,the study advocates for the localization and efficiency enhancement of villagers’consultative deliberation,offering policy recommendations for grassroots governance in rural China to promote social harmony and progress.
