摘要
德国对华战略2023年7月出台距今将近一年时间,其政策转化和具体实践值得关注。本文聚焦国际格局深刻演变、地缘竞争日益加剧和德国国家安全战略奠基定调的特定因素,首先回顾了德国对华战略出台的时代背景和思想基础,随后通过文本分析法梳理和归纳了德国对华战略目标、对中国“挑战和威胁”的认知、对中国角色定位及其对华政策趋向,结合分析德国对华战略出台以来其政策实践和中德关系发展现状,得出中德具有长期友好合作的历史基础和现实可能等研究结论。未来,两国只有坚持求同存异,才能实现互利共赢,共同维护和塑造两国关系发展大局。
In July 2023,Germany released its China strategy.Almost one year on,the policy transformation and specific practices of such a strategy are worth our attention.Focusing on the profoundly evolvinginternational landscape,the intensifying geopolitical competition,and the particular factors on which Germany's national security strategy isbased,thispaperreviews the historical background and ideological foundations of Germany's China strategy before summarizing,through text analysis,Germany's strategicobjectives toward China,its cognition of the socalled China threat and challenge,its perception of China's role,and thefuture trajectory of its China policy.By analyzing Germany's policy practices since the releaseofits China strategyand the current China-Germany relations,the authors conclude that there is a historical basis and realistic possibility for the two countries to sustain lasting and friendly cooperation.Looking ahead,only by expanding common ground and shelvingdifferences can China and Germany jointly maintain and shape their relations toward shared benefits.
