摘要
本研究基于政策工具视角,构建了“政策工具—政策内容”二维分析框架,对国家有关部门发布的多份政策文件进行了量化分析。研究发现:(1)政策工具的运用呈非均衡性特点;(2)内容要素整体均衡性不足特点;(3)政策工具与内容要素适配性不足。研究建议:(1)优化政策工具的比重结构,提高其他政策工具的使用频率;(2)完善救济与奖惩要素内容,建立完善的救济与奖惩机制;(3)优化政策工具与内容要素的适配度,加强二者的协调性。
Form the perspective of policy tools,the study constructs a two-dimensional analysis framework of“policy tools-policy content”,and quantitatively analyzes a number of policy documents issued by relevant state departments.It is found that the use of policy tools is unbalanced,the overall balance of content elements is insufficient,and the match of policy tools and content elements is insufficient.It is suggested to optimize the structure of the weight of policy tools and increase the frequency of other policy tools;improve the content elements of relief as well as rewards and punishment,and establish a mechanism of relief as well as rewards and punishment;and optimize the match between the policy tools and the content elements,and strengthen their coorfdination.
