摘要
国土空间是一切社会活动的载体,用途管制是实现粮食安全、生态安全和经济发展的保障。通过分析国土空间用途管制的逻辑生成、演进规律,结合大食物观的内涵与外延,厘清大食物观与国土空间用途管制的相互作用关系。研究认为当前国土空间用途管制政策在耕地保护和资源保障中起到了重要作用,但面向满足民众饮食结构调整、国内外政策风险加剧和农业边际报酬递减等状况,存在着土地利用刚性约束“体系失语”、粮食生产稳定供给“集体恐惧”及农业高效空间价值“选择邻避”等问题,提出未来应立足大食物观,在农业、生产、城镇和生态空间,构建“一优三创”的国土空间用途管制优化策略:优化韧性国土空间利用格局、创造增值型高效特色农业模式、创新全链路一体化食物生产布局、创建多元化多样性生态价值产品。
Land space is the carrier of all social activities, and land use regulation is the guarantee to realize food security, ecological security, and economic development. This paper analyzes the logical generation and evolution of land space use regulation and clarifies the interaction between the integrated food security thought and land space use regulation by combining the connotation and extension of the integrated food security thought. The study concludes that the current land space use regulation policy plays an important role in the protection of arable land and resource security, but it is oriented to meet the adjustment of people's dietary structure, the aggravation of domestic and foreign policy risks, and the diminishing of agricultural marginal compensation. However, in order to meet the adjustment of people's diet structure, the increasing risks of domestic and foreign policies and the decreasing marginal remuneration of agriculture, there are problems such as "systematic loss of language" of rigid land use constraints, "collective fear" of stable supply of food production, and "selection of neighboring" of efficient spatial value of agriculture, it is proposed that in the future, based on the integrated food security thought, we should construct a "one-excellent-three-creations" strategy for optimizing land use regulation in agriculture, production, urban areas, and ecological spaces: optimizing the spatial use pattern of resilient land, creating value-added efficient and characteristic agricultural models, innovating the integrated food production layout of the whole chain, and creating a diversified and diversified range of ecological value products.
