摘要
社区韧性事关风险防控效能,是基层治理可持续发展的重要路径。然而,相关研究大多是基于自然灾害情景,聚焦宏观理论和战略管理层面。本文以公共卫生事件为研究背景,聚焦“人”在社区建设与发展中的核心作用,基于居民个体能动性和社区公共性双重视角,考察社区公共卫生韧性的“共治”机制。基于2176份问卷数据,研究发现:社区信任、社区认同、社区参与正向影响社区韧性,社区参与在其中发挥着关键中介作用,揭示了社区信任、社区认同与社区韧性关系的社区自我增强机制。值得注意的是,卫生应急素养完全通过社区参与间接提升社区韧性。文章基于行为公共管理学理念,从居民角度揭示了社区公共卫生韧性治理的“共知—共信—共识—共行”机制,为理解居民心理认知、公共行动与社区韧性之间的关系提供可鉴路径,有助于在实践层面更加重视居民主体性在社区公共卫生韧性治理的重要作用,实施居民“共知—共信—共识”能力培育工程,系统设计更好地促进社区参与行为的基层公共卫生治理机制。
Community resilience is related to the effectiveness of risk governance,which is an important path for sustainable devel⁃opment of primary governance.However,most of the relevant studies were carried out in the context of natural disasters and fo⁃cused on the level of macro theory and strategic management.Taking public health events as the research background,this paper fo⁃cuses on the key role of"people"in community construction and development,and examines the"co-governance"mechanisms of community public health resilience from the dual perspectives of residents’initiative of individual and community publicity.Based on 2176 questionnaire survey data,the study found that community trust,community identity,and community participation have significant positive impacts on community resilience,with community participation plays a key mediating role,revealing the com⁃munity self-strengthening mechanism of the relationship among community trust,community identity and community resilience.Notably,health emergency literacy indirectly enhanced community resilience entirely through community engagement.Based on the theory of behavioral public management,this paper reveals the influence mechanism of"common cognition,common trust,con⁃sensus,and common action"on community resilience under public health events from the perspective of residents,providing a ref⁃erence for understanding the relationship among residents’psychological cognition,public action,and community resilience.More⁃over,this paper helps to pay more attention to the important role of residents’subjectivity in community resilience construction at the practical level,implement the"common cognition-common trust-consensus"capacity training project for residents,and de⁃sign better community-level public health governance mechanisms that promoting community participation.
