摘要
基于2012—2017年全国30个省份的平衡面板数据,利用DEA-Malmquist指数法测算区域环境治理效率,在此基础上构建空间杜宾模型,实证分析科技创新驱动下区域环境治理效率及其影响因素。研究发现:环境治理效率呈“东-中-西-东北”依次递减的空间格局分布,且整体治理效率有待提高;环境治理效率存在显著的溢出效应;科技投入和创新水平对环境治理效率有显著负向影响;环境投资、环境规制、产业结构、对外开放程度等对环境治理效率具有显著影响。
Based on balanced panel data from 2012 to 2017 across 30 provinces in China,this study employs the DEA-Malmquist index method to measure regional environmental governance efficiency.Subsequently,a spatial Durbin model is constructed to empirically analyze the efficiency of regional environmental governance and its influencing factors under the drive of technological innovation.The study finds that:the efficiency of environmental governance exhibits a decreasing spatial pattern of“east-middle-west-northeast”,indicating a need for overall improvement in governance efficiency.Furthermore,there are significant spillover effects on environmental governance efficiency.Both technological input and innovation levels have a significant negative impact on environmental governance efficiency.Additionally,environmental investment,environmental regulation,industrial structure,and degree of openness to foreign markets also significantly influence environmental governance efficiency.
