摘要
制度型开放为构建人类命运共同体创造了必要条件。一方面,制度型开放是构建人类命运共同体的需要,在如今百年未有之大变局的国际背景下,制度型开放通过协调和融合制度、规则、管理和标准等方面,为构建人类命运共同体创建有利的条件;另一方面,制度型开放是党和国家推动构建人类命运共同体的重要体现,推进制度型开放的过程也是构建人类命运共同体的过程,以充分践行人类命运共同体的内涵。为此,在构建人类命运共同体的各发展阶段中,制度型开放要建立开放的贸易和投资政策,不断完善投资环境,积极参与国际规则制定,加强可持续发展合作。
In the process of building a community of shared future for mankind,institutional openness plays a pivotal role.On one hand,it is imperative for the construction of such a community.During the unprecedented changes in the global landscape,institutional openness facilitates the coordination and integration of systems,regulations,management,and standards,thereby fostering favorable conditions for the establishment of a community of shared future for mankind.On the other hand,institutional openness serves as a tangible manifestation of the Party and the nation,s dedication to materializing this vision.The evolution of institutional openness aligns with the process of constructing such a community,while also fully encapsulating its core essence.To this end,during various stages of building this community,institutional openness strives to establish policies that promote open trade and investment.It consistently enhances the investment environment,actively engages in the formulation and adherence to global regulations,and fortifies collaborative efforts for sustainable development.
