摘要
科技创新是新质生产力发展的核心驱动力,水利科技创新将为江河保护治理新质生产力发展提供强大动能。简要追溯了“新质生产力”概念的提出过程与科学内涵,论述了水利新质生产力的三大表现特征,提出了发展水利新质生产力的三大主要抓手,即高质量标准体系、高水平技术体系、高效能管理体系。结合目前治黄事业中面临的科技挑战,聚焦治黄科技创新的六大学科集群,加快创新步伐,发展黄河保护治理新质生产力,引领治黄事业高质量发展。
Scientific and technological innovation is the core driving force for the development of new-quality productive forces,and water science and technology innovation will provide a strong driving force for the development of new quality productive forces in river preservation and management.The proposing process and scientific connotation of the concept of“new quality productive forces”is briefly traced,the three characteristics of the new quality productive forces of water conservancy forces is discussed,and puts forward three main ways to develop the new quality productive forces of water conservancy——high quality standard system,high level technology system,and high efficiency management system.Combined with the scientific and technological challenges faced in the Yellow River management and focused on the six disciplinary clusters of scientific and technological innovation in Yellow River management,trying to accelerate the innovation and develop new quality productive forces for Yellow River preservation and management,thereby to promote the high-quality development of Yellow River governance.
